    Health insurance

    Health insurance for foreign citizens can be mandatory and voluntary.

    Mandatory insurance applies to:

    1. foreigners entering the Republic of Belarus,
    2. foreigners temporarily residing and temporarily staying in the Republic of Belarus.

    A mandatory health insurance contract must be concluded in case of need for emergency medical care.

    Emergency medical care is provided to foreign citizens беспрепятственно in all medical institutions based on the insurance policy.

    Such a contract can be concluded with either a Belarusian insurance organization or a foreign insurance organization.

    A health insurance contract with a foreign insurance organization must:

    • contain the name of the foreign insurance organization and an indication of its location, telephone numbers of the foreign insurance organization or international assistance, as well as the surname, first name, patronymic (if any) of the foreigner;
    • apply to the territory of the Republic of Belarus;
    • be valid for the period of temporary stay or temporary residence of the foreigner in the Republic of Belarus;
    • provide an insurance amount of at least 10,000 euros.

    The existence of a health insurance contract with a foreign insurance organization can be confirmed by:

    • an insurance policy,
    • an insurance card,
    • any other document containing the above information about the health insurance contract.

    To conclude a mandatory health insurance contract, a foreigner must apply to the insurer with an oral statement and provide their full name, permanent place of residence, and period of stay in the Republic of Belarus.

    The contract is concluded in writing based on the information provided by the foreigner (the foreigner is responsible for the accuracy of the information provided) and in accordance with the data of the identity document.

    Legal entities of the Republic of Belarus (residents) inviting foreigners to work have the right to independently conclude a mandatory health insurance contract in favor of such persons. To do this, the employer applies with an oral statement to the insurance organization and provides the full name of the foreigner, their permanent place of residence, and the period of stay in the Republic of Belarus. Such a contract must be concluded for the entire period of the foreigner's stay in Belarus, but not less than three days.

    A foreigner who has concluded a health insurance contract is obliged:

    • to carry an insurance policy and present it upon request of officials of bodies exercising control over the presence of a mandatory health insurance contract concluded with a Belarusian insurance organization or a health insurance contract concluded with a foreign insurance organization among foreign citizens;
    • In case of health problems, immediately go to a medical facility and present your insurance policy, or call the phone number listed on the insurance policy and notify the insurer about the occurrence of an insured event;
    • Follow the instructions of the attending physician received during treatment, the routine and daily regimen established by the medical institution.

    Registration and extension of the registration period for foreigners, issuance of temporary stay or temporary residence permits are carried out in the prescribed manner only for a period not exceeding the insurance period.

    Categories of foreigners who are not subject to mandatory health insurance:

    1. Citizens of the states - participants of the Commonwealth of Independent States, who receive emergency and urgent medical care free of charge in accordance with international agreements (citizens of Armenia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine, the Russian Federation);
    2. Citizens of states with which agreements have been signed on cooperation in the field of healthcare and medical science regarding the provision of emergency and urgent medical care free of charge (citizens of the United Kingdom of Great Britain and Northern Ireland, Turkmenistan);
    3. Foreign citizens applying for refugee status or additional protection in the Republic of Belarus;
    4. Foreign citizens transiting through the territory of the Republic of Belarus on international trains, civil aircraft of international airlines;
    5. Officials, employees of representative offices of international organizations, crew members of vessels and other persons in accordance with the legislation.

    A person legally staying in the territory of the Republic of Belarus who is not covered by mandatory health insurance can be insured voluntarily in the same manner and by providing the same documents as for mandatory health insurance.
