Министр труда — про тунеядские комиссии, работающих за границей и услуги, которые оплатят иждивенцы

    17.05.2018
In Belarus, there are no plans to expand the list of services for which those not employed in the economy will pay full rates. This was announced today by the Minister of Labor and Social Protection Irina Kostevich in parliament, where the updated "decree on parasitism" was being discussed. At the same time, Belarusians working abroad will be able to confirm their employment outside the country online, which will allow them to avoid being included in the list of parasites.

       — First of all, we need to see how the decree works on housing and communal services. I wouldn't discuss this issue right now. We need to gain experience in 2019. The goal is not to expand the list of services, the goal is to activate employment efforts and stimulate the labor market, — Irina Kostevich replied to TUT.BY's question about whether the list of services for which dependents will pay economically justified rates will be expanded. — Let's start implementing the decree that has been adopted now, and practice will show how it works.

The Minister of Labor said that those on the list of the unemployed will be invited to commission meetings.

       — Of course, he (the parasite. — Ed.) doesn't have to come to this commission. Now we're looking at who is not working in the region today and are trying to offer employment services as much as possible. But this is a person's right, — the minister noted.

Recall that regions have already begun to create permanent commissions to coordinate work to promote employment. Their creation is provided for by the updated "decree on parasitism". Among the first districts in which such commissions appeared are Pruzhany and Kamenets. Notably, the commissions will be able to request information from organizations of any form of ownership that relates to its activities.

Commission members will not be paid money, they will work on a voluntary basis, the minister clarified.

       — No one will force anyone in the commission. If an organization has expressed a desire to participate in order to understand what is really happening in the region and to assist in employment, then, of course, we will include them with open arms, — said Irina Kostevich. — If a public organization does not express a desire, no one will forcefully include it. It's a right.

       — And can an organization or party, say, the BNF, declare its desire to participate in the commission? — they asked the Minister of Labor and Social Protection.

       — If they show up, for God's sake, if they're ready to work on these commissions. Now there's an update of these commissions, and I think this process will end by the end of May, so we'll just see the activity of public organizations in this process, — said the minister.        The minister noted that now there is a process of «updating the composition of the commissions» that will work with the database of able-bodied citizens not involved in the economy and deal with their difficult life situations. However, Belarusians are not actively turning to the commissions, Irina Kostevich specified.

       — The activity of citizens in order to get into the commissions themselves leaves much to be desired. Citizens go to employment services more, but the main task now is to organize this work. <…> Of course, we set the task for the commissions to listen to each person from the point of view of understanding his situation. To include him in the list for full pay is not the goal. First of all, it's an individual approach to help a person.

At the same time, not all potential parasites will need to come to the commissions to confirm their status as employed in the economy. For example, those working abroad will be able to confirm their employment outside the country online, which will allow them to avoid being included in the list of parasites.

       — If a person provides a document stating that he works abroad, then he will be classified as employed in the economy. A corresponding window will be developed on the relevant sites, where a person can electronically notify that he works in Russia or another country, at a certain enterprise. This practice was during the previous decree, and it worked very well, — noted Irina Kostevich.

It will be possible to confirm work abroad, for example, with an employment contract, the minister specified. At the same time, for those who ended up in the database of those not employed in the economy, restrictions will not be imposed, for example, on leaving the country, the minister added.

Irina Kostevich believes that the decree may become unnecessary when Belarusians start paying for housing and communal services in full.

       — We are moving towards this step by step. When we come to full compensation for the cost of housing and communal services — no matter what year it is, we will come to it — then the decree will not be needed, because in itself it is an incentive — either you work and receive the corresponding amount of services, or you don't work and receive a limited range of services.

According to the minister, when creating a database of those not employed in the economy, the rights of Belarusians to protect personal data will not be violated.

       — What rights are being violated? All your personal data is there: full name, year of birth, where you live, and your financial status as of a certain date. Each department will upload (to the database. — Ed.) information exclusively within their competence, — the minister explained.

Irina Kostevich found it difficult to answer how many Belarusians fall under the updated "decree on parasitism," as well as how many in the country are unemployed apartment owners of working age who will pay for housing and communal services at full rates. Earlier, the department announced about 250 thousand people who may fall under the updated "decree on parasitism."

The Ministry of Labor plans to develop a manual for the regions on how the commissions should work.

       — We agreed that the regional executive committees will give us a package of their questions, give their proposals on the list of difficult life situations — there was experience last year. And we will work out two serious manuals in the ministry (of labor and social protection. — Ed.) in June, which will be a handbook for the commissions both in terms of answering those questions that arise during the work of the commissions. But we understand that the document and the recommendations that will be prepared will change. You can never say that by a specific date I have solved all the issues. This is life, they will appear.

Irina Kostevich said that last week she attended a seminar in the Brest region, where the application of the decree on promoting employment was discussed.

       — The seminar in the Brest region showed: we cannot get by with seminars alone. When the database is ready, we will have to meet again with all the regions, talk again, because today there is more of an organizational moment.

Let us remind you that on January 25, Alexander Lukashenko signed decree No. 1, which provides for measures to promote employment. The new decree does not include provisions on collecting a fee from able-bodied unemployed citizens to finance state expenses. At the same time, persons previously recognized as payers of this fee are exempt from paying it.

Later, the government determined who would fall under the updated document on parasitism — decree No. 1. Belarusians not employed in the economy who fall under the parasitism decree will pay for three services at full cost: gas supply, water heating and heating.

The Ministry of Labor will form the database of parasites. This database is planned to be created by December 1 of this year, it will be updated once a quarter.
