    New regulation. What changes have occurred at the Belarusian border crossing?

       Since December 21, 2020, restrictions on departure from the country have been in effect. Due to a new resolution, calls have been coming to the hotline of the NGO "Club of Business Women" at numbers 88012015555 and 113 to clarify the changes. We are answering the most popular questions.

       The main changes that occurred in the legislation on December 21 are as follows:

       Who can leave the Republic of Belarus?

       • Departure from Belarus through land checkpoints is restricted for both citizens of the Republic of Belarus and foreigners with permanent or temporary residence permits in Belarus

       • Exceptions apply to those who are leaving:

       — for work;

       — to receive medical care, as well as their accompanying persons;

       — to receive education;

       — to go to their permanent place of residence;

       — for those departing on a business trip;

       — for those departing upon notification of a serious illness or death of a close relative, as well as their accompanying persons;

       — and others.

       Departure towards the Belarusian-Russian border from the Belarusian side is not restricted, but entry into Russia will only be possible with a valid reason. The list of documents and reasons can also be obtained by calling our hotline.

       Currently, the only way to leave the country without restrictions is by plane.

       Who will be able to enter Belarus?

       Through land and river checkpoints, the following can enter Belarus:

       — spouses, parents or children of foreigners who have a permanent residence permit in Belarus;

       — persons traveling to the Republic of Belarus upon notification of a relative's illness or death, as well as their accompanying persons;

       — those arriving in Belarus for the purpose of receiving medical care, as well as their accompanying persons;

       — those arriving in Belarus upon invitation from legal entities registered in Belarus;

       — and others.

       Self-isolation rules and testing upon entry to Belarus

       Self-isolation applies to all persons arriving in Belarus from countries included in the list of countries where COVID-19 infections are registered, published on the official website of the Ministry of Health.

       It is worth reminding that until the self-isolation period expires, they are not subject to subsequent passage through the border of the Republic of Belarus.

       Also, all foreigners over the age of six, except those with permanent or temporary residence permits in the territory of the Republic of Belarus, arriving in the Republic of Belarus, must have an original or copy of a medical document on paper or in electronic form confirming a negative result of laboratory testing for COVID-19 infection.

       The laboratory test must be performed no later than three days before the date of border crossing (including the date of crossing) using the PCR method.

       The medical document must indicate the surname, first name, patronymic (if any) of the citizen, the date of the laboratory test and the result for COVID-19 infection (in Belarusian, Russian, or English).

       The absence of a medical document is grounds for refusing entry to foreigners in the Republic of Belarus.

       Can Russian citizens enter Belarus by car if they are traveling in transit?

       Yes, Russian citizens will be able to enter the territory of Belarus by car to return home. They do not need a test to enter Belarus, and they do not have to self-isolate for 10 days.
