Losing a passport or other important identity document abroad is stressful, especially in a foreign country. The Republic of Belarus has clear procedures to help foreigners restore their documents and avoid legal complications. Follow this step-by-step algorithm to minimize the consequences of the incident.
Step 1: Stay calm and double-check your belongings before taking serious steps:
- Carefully inspect your accommodation, bags, and clothes.
- Make sure the document has not been left with acquaintances or friends.
If you are sure that the passport is lost or stolen, proceed to the next stage.
Step 2: Go to the nearest police station
- Find the nearest internal affairs department (OVD) and file a report about the loss or theft.
- You will be given a notification slip about the registration of the report — be sure to keep it, you will need it at the consulate or embassy.
- If you have copies of the lost documents, take them with you — it will simplify the procedure.
Step 3: Visit the embassy or consulate of your country.
To contact the diplomatic mission of your country in Belarus, you will need:
- Notification slip received from the police.
- Identity document (if any left).
- Photos for documents (usually 3.5 x 4.5 cm).
- Application for a temporary document to return home or a new passport.
A temporary identity card (return certificate, return identity card) will allow you to leave the territory of Belarus.
For citizens of the Russian Federation:
When visiting the consulate or Embassy of the Russian Federation, provide all available identification documents (internal passport, military ID, service ID, etc.), as well as 2 photos 3.5?4.5 cm.
If there are no documents, you need the personal presence of two Russian citizens with their passports (domestic or foreign), who will be able to confirm your identity.
You will fill out an application on the spot and after registration you will receive a certificate of return.
- The registration period is up to 5 working days.
- In the absence of documents or witnesses — up to 1 month.
- The document is valid for 15 days from the date of issue, free of charge, intended exclusively for return to Russia.

For citizens of Ukraine:
The identity card for the return is issued by the Embassy of Ukraine in Belarus.
- The deadline is 1 business day (maximum — 5 days after the submission of all documents and payment of the fee).
- If an official request is required, an extension of the deadline is possible, but not more than 30 days.
Required documents:
- Application form.
- A document from the police on registration of loss or theft.
- A document confirming the citizenship of Ukraine (if any).
- 1 photo.
- Receipt of payment of the consular fee.
Validity period of the certificate:
It is determined by an employee of the consulate and depends on the time required for return. The maximum period is 30 days, unless otherwise stipulated by international treaties.

Step 4: Get an exit visa and register (if necessary)
If you have arrived in Belarus from a country with a visa regime, you must apply for an exit visa.
How to apply for a temporary ID visa:
Contact the Department of Citizenship and Migration at your temporary place of residence.
Documents:
- Application.
- Temporary identity card.
- Photographs.
- Documents confirming legal stay in the country (if available).
- Receipt for payment of the state fee.
Terms:
- Up to 5 working days.
- Urgent visa — within one day.
The visa will be affixed to your temporary identity card.
Departure from the country:
- Use the certificate with the visa to cross the border.
- Relocation is possible only to the country specified in the document.
