Belarusians working abroad will be able to exclude themselves from the "parasite" database: what is needed for this
27.11.2025

Belarusians who work outside the country may be excluded from the database of citizens not employed in the economy.
This was announced on the air of the "First Information" program by the head of the department of the Ministry of Labor and Social Protection, Sergei Katsko.
Now in Belarus there is no automatic system that automatically removes a person from the so-called "parasite" database. Therefore, citizens have to independently confirm their employment.
What needs to be done by those who work abroad
To be removed from the database, a person needs to apply to the Employment Promotion Commission and provide documents confirming work abroad — primarily an employment contract. The commission reviews the papers and makes a decision. The procedure may differ depending on the individual's situation.
Rules for those working in EAEU countries
For those working in EAEU countries, everything is simpler. No additional contributions are needed — it is enough to provide:
- a valid employment contract,
- a certificate that the person is currently working.
But the commission will exclude a person from the database for a maximum of one year.
"The commission makes a decision based on the period specified in the contract, but not more than a year. A lot can change in a person's life during this time," Katsko explained.
After a year, documents need to be submitted again.
What to do for those working in EU countries
If a Belarusian is employed in Europe, he must register with the Social Protection Fund and pay insurance contributions.
In this case, the Social Protection Fund will independently exclude a person from the database of the unemployed, but the official did not specify the amount of contributions that will need to be paid.
Why it is important: new «utilities» for the unemployed
Since October, new financial requirements for citizens not employed in the economy have come into force in Belarus. Now they are charged the full cost of housing and communal services.
